Jason: I am giving four stars because this is certainly the best park in Santo André. It's also a nice park and well-maintained with great birdwatching opportunities. There are a few things that could be improved, however. It's quite crowded on the weekends and kite-flying in the park should be PROHIBITED. The remnants of kites are stuck all over the trees and it is quite ugly. Also, dogs should remain on their leashes. Too many people bring misbehaved dogs here. It is reasonably safe, but you should be a bit cautious at times.
